The downsides compared to looter are a lack of power and an additional mana to get up and running, the latter of which is very significant

Interestingly enough, even though this card is the top Trainer's Pokemon of the Mega era, it still falls behind the Destined Rivals version by over $175

Two damage isnt too bad in Commander, so the benefits definitely outweigh the damage
