In Limited (Draft & Sealed), where you build from random packs, rarity is a rough proxy for power
Its cheap to cast and very versatile in what you can do with it
Same goes with graveyard hate, board wipes, removal, etc
If a card isnt worded right, it can lead to problems in games where players dont know about the errata
It seems like a white effect to me, reminding me of Balance, but something you can at least try to play around
